Noida, October 2025: In a historic moment for Bharat’s civil-defence movement, the Kalki Sena concluded its flagship Counter Terrorist Combat Course 2025 at the Advanced Combat Training Centre, Noida, under the Northern Command. The graduation ceremony marked the formal induction of a new generation of civilian commandos — trained not merely in tactics but in discipline, lawful citizenship and dharmic responsibility.

The event was attended by senior officials of Kalki Sena, defence veterans and community representatives. A solemn oath of service to the nation and Dharma preceded the parade of graduates, symbolising that in modern Bharat, national security is not just the duty of armed forces but the shared discipline of every citizen.

A Movement Rooted in Dharma and Discipline

Delivering the keynote address, Wing Commander (Dr.) Pushkal Vijay Dwivedi (Retd.), Chief of Kalki Sena, spoke with the clarity of a soldier and the conviction of a teacher.

“Kalki Sena is committed for upliftment and empowerment of Hindus in all four dimensions — physical, mental, economic and social. We are preparing warriors for the protection of Hindu temples, population and the sovereignty of Bharat. This movement is rooted in our Vaidik concept of Shakti — where empowerment is a sacred duty, not a slogan.”

He reminded participants that Kalki Sena functions strictly within the framework of law while promoting a sense of collective responsibility towards national security. Its vision integrates Rashtriya Suraksha (National Security) and Rashtriya Punarnirman (National Reconstruction) — a modern manifestation of the ancient Sanatan principle that strength and virtue must advance together.

Inside the Combat Course

The Counter Terrorist Combat Course 2025 was a multi-tiered programme training men and women from different states in urban warfare, close-quarter battle, weapon handling, surveillance, self-defence, survival psychology, and rescue operations. Participants qualified for this course after completing Level One and Two modules and were subjected to military-style evaluation drills.

Anand Pratap Singh, Public Relations Officer to the Chief, told reporters that each course is structured with “escalating intensity so that participants approach the discipline and reflex standards of elite forces.” He added that the training not only enhances physical strength but instils a mental framework for decision-making under stress — a critical need for citizen responders in today’s unpredictable security environment.

The entire programme was supervised by Commando Instructor Varun Rawat, Director (Operations Training) Northern Command, who remarked:

“We are training Kalki warriors from Level One to Level Four on capability standards parallel to special forces and police commandos. The objective is not militarisation of society but the creation of a disciplined, self-reliant citizen base that can assist authorities in any crisis — natural or man-made.”

The Architect of Civil Empowerment

At the heart of this movement is Wing Commander Pushkal Dwivedi — a Special Forces veteran, strategic researcher and education reformer. His career spans combat instruction, space-borne projects with DRDO, and policy innovation through the Bhartiya Shiksha Anusandhan Parishad (BSAP), where he serves as Director-General.

Globally known as the “Father of Self-Defence Science,” Dwivedi has converted his field experience into an academic discipline now included in the syllabus of the Bhartiya Shiksha Board (BSB). The subject introduces students to combat psychology, situational awareness, and national ethics — ensuring that self-defence education is both mental and moral.

His academic foundation includes training at Lucknow University, IIM Ahmedabad, ISB Hyderabad, MICA Ahmedabad, IIT Mumbai, and the University of California. Currently pursuing doctoral research in Quantum Weapons, Dwivedi seeks to bridge ancient Indian strategic thought with emerging defence technologies — a vision perfectly aligned with Atmanirbhar Bharat in strategic innovation.

Global Recognition, National Purpose

The Kalki Sena has been honoured by the London Book of Records as the world’s largest civilian combatant volunteer organisation. Its training framework is already being studied by community security groups across several Indian states as a replicable model for local resilience.

Notably, prior to the Pahalgam terror attack, Dwivedi and his core team submitted a comprehensive civilian command proposal to Defence Minister Shri Rajnath Singh, urging the creation of a citizen support structure for counter-terror operations. That vision, once seen as ahead of its time, now appears prophetic as India faces multi-front and asymmetric challenges.

Doctrine of Lawful Strength

Adjutant General Gaurav Pandey articulated the Sena’s unique identity succinctly:

“Kalki Sena is not like other organisations. We don’t do dharna, candle march, or gherao. We build a lawful, powerful Hindu diaspora that itself acts as a deterrent while supporting the Government of India to protect the motherland.”

He extended thanks to Dr. Siddhartha Bhattacharya and Mr. Alok Kumar, who attended as Board members and mentors to the movement.

A Symbol of Awakened Civil Spirit

As the graduates received their insignia and the national flag rose against the Noida sky, the essence of the moment was clear: Kalki Sena is not merely training fighters — it is awakening citizens.

With its 2025 batch, the organisation reaffirmed a vision of civil society anchored in discipline and Dharma, standing lawfully beside the state yet inspired by the timeless spirit of Sanatan Bharat — where Shakti and Dharma walk together for the defence of the motherland.
